http://www.link-vault.com is a good tool and excellent for massive backlink campaigns.
Another is h-ref>com. As at the time of writing they had 2500 Links available> And it is not a link farm.

Another resource is http://www.bannershift.com/ This network has a search engine where you can type your keywords in their search box. It gives you relevant pages on the basis of your keywords where to place your links.

Another good tool though not an online one is the Arelis Link Management software is really good at finding sites for link exchange

Another free good tool you have to install on your server is Carver's LInk managemen assistant.
